The Vespa 400 microcar was produced by a French company called ACMA (Ateliers de Construction de Motocycles et Automobiles), which was a subsidiary of Piaggio, an Italian manufacturer famous for its Vespa scooters. ACMA was established in 1951 with the purpose of producing Vespa scooters under license in France. However, in the late 1950s, ACMA decided to venture into the microcar market and developed the Vespa 400.
